It is worse than TLJ in terms of character assassination. Palpatine for one. He announces his surprise attack? What if he had done that in ep 3 with Order 66? Then he dies form, literally, "stop hitting yourself". Rey being a Palpatine, and the chosen one, makes ep 1-6 utterly pointless. The Skywalkers never mattered because of this - and by extension; Kenobi and Yoda. I can't say him announcing his attack ruined his character for me anywhere near the same level that the decisions made on Lukes character did in TLJ. Was it an insanely dumb plot contrivance? Absolutely, and in fact he probably would have won if not for that ridiculous contrivance since it seems like it serves no purpose other than to give the rebels/resistance/w.e time to deal with him. Does taking such a meticulous schemer and having his character do something so pointlessly stupid hurt his character as a whole? Sure, I won't argue that but again, that one thing alone didn't drag down the whole film for me at the same level as it did in TLJ.
As for Rey being the chosen one as I said, I do feel it kind of ruins Anakins story arc, but not so much that it actually assassinates his character, although I will say I don't blame you for viewing it that way especially because I do see this whole thing as being a major detriment towards the saga as a whole and it does damage the significance of the prequels which is essentially Anakins story. By announcing his attack, I believe Palpatine was attempting to scare the New Republic or First Order into surrender - to win territory and resources through fear without costly battles and destruction. Likely it would have worked, especially after that one Star Destroyer attack on the planet, if not for those pesky kids. Is Rey now the chosen one? I didn't read most of the new cannon novels so I don't know if that is hinted at, but I did not get that impression from Rise of Skywalker. Pretty sure the movie didn't mention the prequel prophecy at all, but I could be mistaken about that. In fact suspected the Jedi had misread the prophecy given how the first 6 movies turned out. Hell, if they had just followed their own rules and left Anakin on Tatooine, none of this Vader crap might have happened.
