How many people would you say are actually carrying? Let's take a look at Illinois, for example.
Population (state) : 12,000,000~
Active permits (statewide) : 120,000~
Population (my county): 200,000~
Active permits (county): 2,500~
So, about 1% of the population has an active permit. But how many of them actually carry every day? One third? One half? Not all of them, I'm sure. There are days when I don't have my gun on me due to restrictions on where I can carry, or sometimes, I just forget it at home.
Even if eveyone
was carrying their gun, that's only what, one for every hundred people? I still think one or two armed people, opposing an attacker in an active shooter situation can be a very positive thing. And it's not like you have to be a SEAL to effectively defend yourself. Even a chubby billy bob can keep a gun pointed at a doorway, which is what most instructors are going to teach you in the first place. If you can't get out, hide and cover the entrance to your spot. Don't seek out the shooter.
