Well it does sorta make sense. Well, as much as it ever did: Savitar is a time remnant Barry will make four years in the future to try and stop Savitar. Therefore, he "remembers" everything Barry knows or does up until that point.
Of course, time remnants themselves don't make much sense He remembers everything the other Barry did right until he created the time remnant. If this Barry deviates from what the other Barry did (as has been proven on the show), Savitar has no way of knowing this.[/spoilers] Does he? He seems to become instantly aware of any deviation Barry takes. The only time he seemed off-guard was when Cisco accidentally erased Barry's long-term memory altogether.
There seem to be moments when Savitar chooses not to interfere with Barry's plans. But he presumably already knows those are doomed to failure
