I think that was more or less the point though. In just the same way, who is the Doctor to send those 20 million away, to become another civilisation's problem? To leave them fighting for their lives on an uninhabited world? To ignore them entirely and let them run rampant? Or to simply kill them? He's just one man, always has been, making decisions that affect thousands of lives. He tends to become a part of events just by being nearby, so he has to do something as ignoring it would be just as potentially damaging. But from one perspective or another, so is basically every one of the choices he could have made there. So I find it hard to fault him. And the preceding double part episode laid down in no uncertain terms that he isn't afraid to bend the rules a little now to do what he thinks is best. So I'd expect more questionable decisions in the future. But he could have found them a nice world that was untainted by civilization to live on. Geez not like he doesn't have you know a time machine that can go anywhere, and do anything.. They could have all climbed onboard. And what'll they do on this habitable world? Can't see how just dumping a few thousand squid on a vacant planet will help them out all that much. No violins, amongst other things. Plus, just carting them all in the tardis... A few thousand? Remember that one episode in... season 7, I think? Where just a few people wandering unchecked round the Tardis almost caused disaster? Thousands probably won't work out too well.
