The police can be overly aggressive, as is clearly on display when this man, who up until then, with or without a gun, was minding his own business, got shot while walking backwards. No tazer, no stun, no shot in the leg, the police just shot to kill. Well just to be fair I think that is how they are trained, to go for the largest body mass if they have to shoot, and to kill and not wound. Yes, that is why it it described more as an "institutional" problem, than a "personal" problem. We'll never be able to get rid of all racist cops, and there's all kinds of ways racism can play itself out. What needs to change is the aggression allowed to police. They can't be allowed to keep on creating situations that get people killed, then blame the victim.
