You have to be way more deranged that just being a bigot/racists to shoot an obviously unarmed person who's doing all a person could possibly do to make it transparently clear that he is not in any way hostile or a threat. The second part is the supposed alarm call. The linked article makes it quite clear the autistic person was playing. I'm not sure how someone might take that as a person threatening to commit suicide. That is false background that will (and did) bias the responders, making it easy for a situation to escalate down the road.
But all that said, even if the police genuine thought the guy was threatening to commit suicide and might be a threat to others in the process, shooting a person who obviously is compliant, non-threatening and trying to help the would-be suicide dude makes exactly zero sense. None whatsoever. The police officer who shot was certifiably mental at that moment and at the very least not fit for duty. That combined with the deserved criminal charges of physical assault (at minimum, plus negligence after-the-fact by not providing any first aid to a bleeding shooting victim, not sure how the law in the US works for such circumstances) means that the officer in question HAS to be discharged from the police force. And his partner who failed to reign him in and provide first-aid is yet another story.
