If it's used for the low grade offences like shoplifting, drunk and disorderly, public indencency (in certain contexts), etc it could work to stop people from screwing up their entire lives because of one mistake. It could work, it just needs to be done properly and not for businesses. I'll read up on the specifics later and I'll probably send them an email.
