With some properties there are multiple companies you need to get approval from to re-release it.
With 007 for example you need to get approval from the film studio as well as the original publisher of the specific game you want to release as well as for any 3rd party music that may be in the game. Then you need to share profits which some companies may feel it's not worth the effort for minimal profits.
Other games the issue may be that a company went out of business and the rights to the IP got divided between other companies that purchased the remains so, multiple people could own the IP and you would need to get each one on board.
Or a company got absorbed into a larger company and they don't even realize they own the rights to the game and thus just sit on it.
