Roland Emmerich toyed with the idea of making a sequel for years (apparently as far back as 9/11). It's actually supposed to be a trilogy now, with another film already in development. That said, there is the basis for an EU in the series: There was a comic book written back in the day detailing other events and other people not shown in the movie, and I think 2 or 3 novels were written, the ones I remember being the novelization of the film, and one that focused on the British fighter pilots who appear for 30 seconds. They also did a prequel comic about Brent Spiners' character. Apparently, he didn't actually die in the movie, but was rendered comatose. Also, there's supposed to be a comic book prequel for Resurgence that details what happened between the first and second film.
The gritty/dark atmosphere is of course indicative of the trend in Hollywood. Emmerich is a guy who makes films for the times. I think another reason is that since there is at least one more sequel planned after this (and planned to a point where Emmerich stated that they filmed back to back) , they can afford to be darker (since the resolution of the story isn't going to be given here).
As for FOX... well, they're on a dry spell right now. They have X-Men as their franchise, but they're losing ground to Disney. Every studio is. Paramount, Columbia, and especially Sony have all been struggling to generate competition for Disney's juggernaut right now.
I for one see the film being mediocre. Not that I want it to be that way, but I think it's going to be overhyped.
