Perturabo, I think. It's a tough one. Guilliman is a very capable primarch but follows the Codex Astarte to the letter, which often blinds him to alternative and on-the-fly tactics that aren't by the book. Perturabo isn't held back by such constraints.
@ Naruto V.S Ichigo:
Naruto.
Both Ichigo and Naruto become incredibly OP (but nowhere near Goku's level though) but I know that at one point in the series Naruto becomes so powerful that he could potentially blow up the entire continent they're on. I'm not sure if Ichigo ever becomes that powerful. I have to admit I never read the Bleach manga, so my opinion is based on the anime.
