A girl wakes up in a cocoon in a strange town and finds out she has become a haibane, a charcoal feather with no memory of her past life.

The show is basically her learning about the town and discovering what the haibane are and existential type stuff.

It's slow paced and a bit dark at times but pretty touching as well. I really like the overall atmosphere and the characters are pleasant.

I'm going to guess that they mean that owarimonogatari is the first part from the final season.
