Yeah there is no way the Gov't is using any tech more advanced than what the average mouth-breather has, IRL or in fiction. When authority figures say that something's cutting edge, they CANNOT possibly be lying.

How "radical" and "bold" could Wolverine in this new film be? They finally going to make him short?

Well, rumor has it this will be based on "Old Man Logan" so it'l probably be dark, violent, and depressing.  The sort of stuff Zach Snyder would love.

But maybe they'll go the red spandex and sword route.  Anything's possible.

It won't be anything like Old Man Logan, for two very simple reasons;

1. That level of symbolism/existential drama is only going to be very lightly touched on in Dr. Strange, which I am guessing will leave most mouth-breathing hicks totally confused (a la Inception or Interstellar). Once that shit-storm passes, no film will go near that type of story in a "comic movie"

2. None of the other Marvel characters will be in this flick, since only Spidey or the Hulk are the ones who can appear via the "Not a starring role" loop-hole. I highly doubt they would appear just to fight Logan & be killed. I suppose it could just be a few X-Men, but then that implies that nobody will die in Apocalypse, plus it would be kinda lame.

Not really. When you consider Tony figures everyone in Sokovia could've lived if he hadn't made Ultron in the first place.
It's the same reason he shut down the weapons division of Stark Industries. He's a reactionary guy with a guilt complex.
