From what I've found out, it is for citizens, but not for visitors. Visitors aren't protected by the US Constitution and therefore have no rights while in the United States (as an American who increasingly wishes they weren't one, it's really fucked up).

The best thing people can do is stop visiting the US and the reason is it will hit the US Tourism Industry. When the bigwigs start losing/missing out on easy money (seriously, there is no easier money than tourism because people are paying to come see landmarks), then they'll complain/force their political puppets to make changes. If people keep visiting, then they keep getting money and will keep getting away with it (will probably continue to push more fucked up measures too).

Let me rephrase: In terms of the US Government being able to do what they want, visitors have few to no rights because our Constitution doesn't cover them.
