Ui, seems like I missed some good drama.
Well, even without knowing the final drop that spilled over I won't by crying myself to sleep over those two being banned. Seb had it coming for a looong time and Heretic was certainly testing the limits and quantity has a quality on its own, so in that regard Heretic certainly accumulated enough reasons for a forced eviction from this place, even if I couldn't put a finger on any specific perma-ban worthy BS he posted (then again, who knows what kind of stuff I simply missed over the time).
As for procedure, I'm quite happy with the laissez-faire philosophy for as long as people keep a somewhat respectable line. You don't need to list every concievable offense just so you can point at it when it was broken. Don't be a douchebag, don't get banned. Imho it really should be that easy and yes the judgement on such a metric is largely arbitrary, but that's why people are told to shut it when things go out of hand and the two individuals in question have had their share of the latter. The only criticism I could leverage against Liam, Gravy and Puddi would be that at times, their warnings lack some official authority and might not be immediately recognized as such.
