My personal opinion is that savegame transfer shouldn't be more than an atmospheric gimmick. The way it was hyped for Mass Effect (and to a lesser degree Dragon Age) made people believe different savegames would result in vastly different gameplay experiences and they mostly ended up being disappointed because they hyped themselves so up the game couldn't deliver all the fantasies and speculations they've been spinning all the time prior to the game releases.
I'd rather prefer having a set, thoroughly planned story that's executed properly, than a lot of variables that if you want to account for them leaves the writers with either an unsurmountable workload, or the realistic alternative, depressingly little definitive material to work with.
Compare it to figures: I rather half a beautifully crafted, rigid one-piece statue, than a version that you can twist, turn and match however you like, but which also comes with all those obvious joints and tack-on holes.
